For #1, just use the three siesmograms for Earthquake #1 (Ignore the data for Earthquake #2).
You will generally get better results if you use the graph on the 3rd page to determine the distance. (Plot the S-wave arrival time on the "S" curve and the P wave arrival time on the "P" curve. These two should be pretty much vertically in line with each other. Connect them and draw a line down to the bottom of the graph to determine the distance.
For part 1c, be sure to neatly draw the circles of appropriate radius using the scale on the map.
