What compelled the government of United States to consider its present policy position on
Homeland Security include the massive domestic and foreign terrorist attacks on US soil,
especially the 9/11 attack. The twentieth century’s struggles became the foundation of Homeland
Security with the intent of defending America from terrorists and those financing them
2. To comprehend that war, by its very nature, its military tactics and strategies and
governmental policies, relies on forms of terror to meet its goals.
War is definitely as a result of revenge mission between two adversary parties. The goals of war
to be met require more than two warring nations solving their differences on a battlefield. Trends
in Iraq, Syria and their neighbors, as well as religion trends are a pure indication that terror
defines the goals of any war. Religion trends indicate that Middle East is the leading region in
terms of terror activities, followed by North Africa and Sub-Saharan Africa. It is evident that
these regions comprise of mainly Muslims, and US policies against Islamic extremists are harsh.
3. To analyze the effect of the Cold War had on shaping of terror and understanding the
evolution of government policy responses.
Since the cold war, the government policies in the United States have narrowed down to internal
security and counter terrorism units. The American government is faced by a threat in the Middle
East through violent extremism, with this threat extending to these (Middle East) nations as well.

NAACP and The League of Women Voters among others.
